I will note that you have ‘everything’ I have on the subject attached so if questioned about it I will suggest this information be provided as well as the age old ‘ask management’ to explain. I will state that one’s immediate supervisor need be notified anytime there is a claim or possible claim. Subject: ECOMP Application for filing OWCP claims and forms

Good Morning All,

Attached you will find information on a service that has been accepted for use nationwide by Postal employees.  The Employees’ Compensation Operations and Management Portal (ECOMP) application is web-based and administered through the Department of Labor.  Using this web site, rural carriers can submit claim forms (CA-1 and CA-2) and also submit other documents directly to the DOL for administration of their claim.

The first document contains the stand-up talk and basic information on use of the application including step-by-step directions and screen shots.  The second document contains the changes made to the EL-505 adding the ECOMP system as an OPTION for submitting claims.  Notice the language in the EL-505 clearly states the employee may use paper forms OR submit on line via ECOMP.  Management MUST allow the carrier access to a postal computer to file the claim and any supporting documents if the carrier requests to do so.
